he Tsuchikage (土影; Literally meaning "Earth Shadow") is the leader of Iwagakure and thus recognised as the most powerful shinobi
in the entire village. The Tsuchikage are known for holding true
authority, having their shinobi obey every command without hesitation.
There have been three Tsuchikage so far in the history of the village.
Most of the buildings in this village are comprised of stone with the
Tsuchikage resining in the tallest one which has a cone-shaped roof. The
building also bears the kanji for Tsuchi (土; Literally meaning "Earth").

The First Tsuchikage (初代土影, Shodai Tsuchikage; Literally meaning "First or Founding Earth Shadow") was the one who founded Iwagakure in the Land of Earth. In the anime, he was stated to be a member of the Kamizuru clan.[1]
Main article: ŌnokiŌnoki (オオノキ, Ōnoki; Viz "Ohnoki") is the Third Tsuchikage (三代目土影, Sandaime Tsuchikage; Literally meaning "Third Earth Shadow")[2] of Iwagakure. He is renowned as "Ōnoki of Both Scales" (両天秤のオオノキ, Ryōtenbin no Ōnoki; English TV "Ohnoki the Fence-Sitter").
The Raikage (雷影; Literally meaning "Lightning Shadow") is one of the five great Kage of the Naruto world and leader of Kumogakure.
There have been four Raikage, though only three have been seen in the
series. They are generally known as the strongest in the village.
Throughout the history of Kumogakure the Raikage has always had a
tag-team partner, who not only brings out the Raikage's full power, but
defends them as well. The partner is given the name "B".[1] The Raikage works inside a central blue structure inside Kumogakure.

The Second Raikage (二代目雷影, Nidaime Raikage; Literally meaning "Second Lightning Shadow") was the second leader of Kumogakure.

The Third Raikage (三代目雷影, Sandaime Raikage; Literally meaning "Third Lightning Shadow") was the leader of Kumogakure thirty years prior to the Fourth Shinobi World War.
The Mizukage (水影; Literally meaning "Water Shadow") is the leader of Kirigakure.
There have been five official Mizukage, though only three have been
seen in the series thus far. Their word holds sway over all political
and military issues that present themselves regarding Kirigakure and its
inhabitants. The Mizukage's building is the widest and largest landmark
in Kirigakure, bearing the kanji for Mizu (水; Literally meaning "Water") on it.

The Second Mizukage (二代目水影, Nidaime Mizukage; Literally meaning "Second Water Shadow") was the leader of Kirigakure and a member of the Hōzuki clan.
Main article: YaguraYagura (やぐら, Yagura) was the jinchūriki of Isobu, the Three-Tails, and the Fourth Mizukage (四代目水影, Yondaime Mizukage; Literally meaning "Fourth Water Shadow") of Kirigakure. When the Three-Tails was captured by Akatsuki, it had no host and roamed out in the wild. He was controlled by Tobi who could be called the "real" Fourth Mizukage.
Main article: Mei TerumīMei Terumī (照美メイ, Terumī Mei) is the Fifth Mizukage (五代目水影, Godaime Mizukage; Literally meaning "Fifth Water Shadow")[1] of Kirigakure. She became Mizukage in recent years, after the dreadful reign of Yagura ended, and has worked tirelessly to recreate diplomatic relations with other villages, as well as reform internal policies.[2]
The Hokage (火影; Literally meaning "Fire Shadow") are the leaders of Konohagakure.
They are generally acknowledged as the strongest in the village,
although ideology and renown plays a large part in their being chosen
for the position. Four shinobi and one kunoichi have gained this title so far, with another shinobi gaining the title of Hokage Candidate.
Generally, the new Hokage is selected by the current Hokage upon
their retirement, but if the old Hokage dies or is incapacitated before
being able to do so, the Fire Daimyō
will appoint a Hokage Candidate upon the recommendation of the Konoha
council and the Fire Daimyō council. Afterwards, the candidate will need
to be approved by the jōnin of the village to become officially Hokage.
After being approved, they move into the Hokage Residence
to live in and have their faces carved out in the monument behind it.
If the former Hokage is still alive, they will generally keep helping
out, making the transition easier and more stable. The Hokage carry
their title for life, even after retiring from active duty. The Hokage's
office is located in the administrative section of the Academy.

Second Hokage
Main article: Tobirama SenjuTobirama Senju (千手扉間, Senju Tobirama) was the Second Hokage (二代目火影, Nidaime Hokage; Literally meaning "Second Fire Shadow") of Konohagakure. He hails from the Senju clan, who, along with the Uchiha clan,
founded the first shinobi village: Konoha. During his reign, Tobirama
was accredited as the Hokage that developed the village's organisational
system as well as some of its infrastructure.

Fifth Hokage
Main article: TsunadeTsunade (綱手, Tsunade) is the Fifth Hokage (五代目火影, Godaime Hokage; Literally meaning "Fifth Fire Shadow") of Konohagakure — a position which she succeeded after the death of her teacher, Hiruzen Sarutobi, and a major supporting character for the series. She hails from the village's Senju clan, and is also a descendant of the Uzumaki clan through her grandmother Mito. Along with former team-mates Jiraiya and Orochimaru, she is recognised as one of the "Three Legendary Shinobi" (伝説の三忍, Densetsu no Sannin). Tsunade is considered to be the most powerful kunoichi in the world,[1] and is celebrated as the greatest medical-nin of all time, credited with creating the official system which governs them.[2]
